Issuance of Energy Performance Certificates

Échelle undertakes the complete process for the issuance of Energy Performance Certificates (EPC) in compliance with the Hellenic Building Energy Regulation (KENAK) and Law 4122/2013. The procedure includes an on-site inspection by a certified energy inspector, document collection and verification, energy analysis and digital submission through the official electronic platform of the Technical Chamber of Greece (TEE).

The EPC is mandatory for every property sale or lease. It remains valid for ten (10) years, provided that no interventions altering the building’s energy performance have been carried out.

Legislation and Compliance

The Energy Performance Certificate is issued within the framework of the EU Directive on the Energy Performance of Buildings (EPBD), transposed into Greek law by Law 4122/2013. It is required for all new buildings, property transfers, and rental agreements, as well as for participation in national energy efficiency programs.

Exemptions

Certain building categories are exempt, such as places of worship and standalone buildings with a total usable area under 50 m². For specific property types (e.g., warehouses or open parking areas), particular conditions apply.

Procedure and Documentation

After scheduling the on-site inspection, all available property documentation is collected (deed, floor plans, building permit data, cadastral details and system specifications). The energy analysis is performed according to KENAK, and the certificate is issued and registered through the official TEE system.

Delivery

The certificate is delivered electronically with a unique verification code. A printed version can be provided upon request for the owner’s records.

Technical recommendations are provided to improve the energy class and to support inclusion in renovation or energy efficiency programs.
